About TRANSPLAN

The TRANSPLAN Committee coordinates the regional transportation interests of the communities in the cities of Antioch, Brentwood, Oakley and Pittsburg, and eastern Contra Costa County.

The five member governments of TRANSPLAN include the Cities of Antioch, Brentwood, Oakley and Pittsburg, and Contra Costa County. Contra Costa County governs the unincorporated East County communities of Bay Point, Bethel Island, Byron, Discovery Bay and Knightsen.

The proposed State Route 239 Project will provide a new four-lane highway from State Route 4 at Marsh Creek Road in Contra Costa County to Interstate 580 in Alameda County or Interstate 205 in San Joaquin County.

Mokelumne Trail Bicycle/Pedestrian Overcrossing Project

The Mokelumne Trail Bicycle/Pedestrian Overcrossing project will construct a pedestrian and bicycle bridge that spans Highway 4 – closing a gap along the Mokelumne Trail, and providing safe access for bicyclists and pedestrians.

East County Action Plan Update

East County Action Plan Update

The East County Action Plan is in the process of being updated. The updated East County Action Plan will feed into the Countywide Transportation Plan (CTP) Update. The East County Action Plan Update and CTP Update processes are anticipated to be completed by 2022 and 2023, respectively.
